MANAGEMENT - CONTRACTS

ROSA has the legal status of a public independent institution, organized by the Government Decision no.HG923/1995 . The ROSA revenue comes mainly from research and development contracts concluded with the National Agency for Science, Technology and Innovation. Other sources of funding are contracts for management, consultancy, technology transfer and information management.

The ROSA headquarters is located in the centre of Bucharest

The ROSA permanent staff is formed of 15 professionals and 5 technical and administrative, having an average age of 33. The professionals have different backgrounds, as physics, aerospace engineering, information management and technology, biology. The team is trained to perform multi-disciplinary tasks and to accomplish turn-key projects. The activity is project oriented, nevertheless it is expected that each professional should permanently detain a solid background in his/her own original field.

The team management, project management and quality management features of the activity urge ROSA to implement the requirements of ISO 9000. The draft Quality Manual and the procedures are to be approved during 2000.

INFRASTRUCTURE

The ROSA Headquarters is located in the area of the centre of Bucharest, near Piata Romana (Romana Square), 21-25 Mendeleev str., floor 5, sharing a building with the National Agency for Science, Technology and Innovation, the National Agency for Atomic Energy, the National Organization for Standards and other institutions and companies. Office facilities and a computer network  connect to the world the web site of ROSA http://www.rosa.ro by means of a 2 Mb/s downlink and a 512 kb/s uplink satellite data communication channels.

The ROSA Research Centre is sharing, together with other centres and companies, the campus of the National Institute for Aerospace Researches (INCAS), situated near the Western urban border of Bucharest. Easy connections for the 12 km are ensured by subway (12 min) or highway. Laboratories, large aerospace experimental facilities, educational premises are ensured in the area. The 50,000 volumes aerospace library and the 256 kb/s data connection complete with the NOAA receiving station managed by ROSA and the Remote Sensing Centre for Agriculture (CRUTA).
